DPS vs Framework: What’s the Difference?

For installers working in the ECO, retrofit, and energy efficiency sectors, understanding procurement routes can make a major difference when it comes to accessing new contracts and funding opportunities.

Two terms that are often used interchangeably are Dynamic Purchasing Systems (DPS) and Framework Agreements. While both are designed to help organisations appoint trusted delivery partners, they work in very different ways.

Understanding the difference can help installers identify the right opportunities, plan their growth, and avoid missing out on potential work.

What is a DPS?

A Dynamic Purchasing System (DPS) is an open procurement route that allows new suppliers to join throughout its lifetime, as long as they meet the required standards, criteria, and qualifications.

Unlike traditional procurement routes, a DPS remains flexible and allows additional suppliers to apply after it has been established.

For installers, this means:

  • New opportunities can become available without waiting for a new procurement cycle

  • Qualified businesses can join throughout the life of the DPS

  • There are often more frequent opportunities to compete for contracts

  • Growing installers can access routes into larger programmes

For organisations such as local authorities, housing providers, and managing agents, a DPS provides a way to continuously bring in capable and compliant delivery partners.

What is a Framework Agreement?

A Framework Agreement is usually a closed list of approved suppliers that has been created through a competitive tender process.

Once the framework is awarded, the selected suppliers are generally the only businesses able to deliver work through that route.

Frameworks typically run for a number of years and provide buyers with a stable group of pre-approved contractors.

For installers, this means:

  • Entry is usually only available when the framework is first tendered

  • New suppliers may have to wait until the framework expires and is reopened

  • Competition takes place between the suppliers already included

Frameworks can provide consistency for buyers, but they can be more difficult for new or growing installers to access.

Key Differences Between a DPS and a Framework

Dynamic Purchasing System (DPS)

✅ Open to new suppliers during its term

✅ Flexible and continuously evolving

✅ Regular opportunities to compete for work

✅ Ideal for installers looking to expand their pipeline

Framework Agreement

✅ Fixed supplier list

✅ Usually operates for several years

✅ Provides stability for buyers

✅ Entry opportunities are less frequent

How Do DPSs and Frameworks Work in Retrofit?

Both DPSs and Frameworks are commonly used by organisations delivering:

  • Energy efficiency improvements

  • Retrofit programmes

  • Housing upgrades

  • Decarbonisation projects

  • ECO-funded measures

They help ensure that delivery partners have the right experience, compliance, and capability.

However, the key difference is:

A Framework decides who is eligible to deliver work from the outset.

A DPS allows new qualified suppliers to join and compete throughout the programme.

For installers, knowing which route a client is using can be the difference between securing new opportunities today or waiting years for the next procurement window.
